Proof of fulfilment of military service obligations required for new temporary protection applications

13.8.2026

On August 4, 2026, Council Implementing Decision (EU) 2026/1912 of July 30, 2026, on the extension of temporary protection was published in the Official Journal of the EU. This decision extends the temporary protection granted to persons displaced from Ukraine by another year—until March 4, 2028—and, in Article 2, introduces a new requirement to submit proof of fulfilment of military service obligations in Ukraine.

Extension of temporary protection until March 4, 2028

The extension of temporary protection for another one-year period at the EU level is a prerequisite for its extension in the Czech Republic. According to the Ministry of the Interior, the extension process in the Czech Republic will follow the same procedure as in previous years: online registration followed by an in-person visit to a Ministry of the Interior office to have the new visa sticker affixed.

Fulfilment of military service obligations in Ukraine

Regarding the new requirement to provide proof of fulfilment of military service obligations in Ukraine, the implementing decision justifies this measure by the need to avoid negatively affecting “Ukraine’s overall capacity to defend itself as effectively as possible against Russia’s illegal war of aggression and to freely decide on the organization of its defence forces.”

However, this requirement applies only to:

  • newly submitted applications for temporary protection, and
  • repeat applications.

Conversely, it does not apply to persons who already hold temporary protection; for them, nothing changes, and their temporary protection will be extended without the need to provide proof of fulfilment of military service obligations. This follows from Article 2 of the cited implementing decision, which states that “this Article shall not apply to persons who enjoyed temporary protection in the Member State concerned before or on 30 July 2026 and who have continuously maintained that status in the Member State concerned after that date.”

According to information from the Ministry of the Interior, fulfilment of military service obligations will be verified via the Reserv+ application.
